In Tajikistan people decorate trees for New Year’s in the same way people in some countries decorate trees for Christmas. So the word “арча” in that context is translated “New Year’s Tree” in the same way “Christmas tree” is used instead of “pine tree” when talking about it in the context of decorating it for Christmas.
